Ambitious Vision for Aviation Growth
The Odisha government has unveiled an ambitious plan to develop 15 fully operational airports by 2047, aligning with India’s centenary of independence. Moreover, the initiative will transform Odisha into a major aviation and logistics hub. The government aims to improve air connectivity, boost economic growth, and make regional travel more affordable. Chief Secretary Manoj Ahuja chaired the 4th High Power Committee on Aviation meeting, where officials outlined infrastructure projects and policy reforms to achieve this vision.
Current Airport Infrastructure
Currently, Odisha has 19 airports and airstrips, including 12 state-owned facilities. However, only five civilian airports—Bhubaneswar, Jharsuguda, Jeypore, Utkela, and Rourkela—operate commercially. Bhubaneswar remains the only international airport, providing flights to Dubai, Singapore, and Bangkok. In addition, the state government is building a greenfield international airport at Puri, supported by aviation, logistics, and economic zones. This airport will attract international business, tourism, and trade, further boosting Odisha’s global connectivity.

Regional Development and Intra-State Connectivity
The government is also accelerating construction of Keonjhar (Raisuan) Airport and Dhamra Airport, with plans to launch intra-state flights. These airports will provide affordable travel options for citizens, business travelers, and tourists. As a result, they will improve access to tribal, industrial, and coastal regions. The initiative will boost tourism, support local economies, and connect remote areas with larger markets. Additionally, stronger regional air connectivity will attract investment in sectors like hospitality, trade, and logistics.
Building a Strong Aviation Ecosystem
Beyond airport development, Odisha is promoting aviation manufacturing, MRO (Maintenance, Repair & Overhaul) facilities, and flight training organizations. Moreover, private companies will strengthen the state’s aviation ecosystem. With Odisha set to complete 100 years of state formation in 2036, this ambitious plan aligns with Vikshit Odisha 2036–47. Overall, the government’s vision positions Odisha as a key player in India’s aviation growth story, improving connectivity, economic opportunities, and access for citizens. This comprehensive strategy demonstrates Odisha’s commitment to becoming a future-ready, globally connected aviation hub.
