Google’s AI overview faces EU antitrust complaint from independent publishers.

Overviews provide AI-generated summaries that appear above traditional search results in more than 100 countries, with advertisements added since May last year. The complaint alleges that Google positions these summaries at the top of its search results using content derived from publishers’ material, thereby disadvantaging the original content of those publishers.

The complaint further states that publishers using Google Search cannot opt out of having their material used for AI training or included in AI-generated summaries without losing their ability to appear in Google’s general search results. This, the publishers argue, amounts to an abuse of Google’s dominant market position. The UK’s Competition and Markets Authority has confirmed receipt of the complaint, while the European Commission declined to comment. Google responded by emphasizing that it drives billions of clicks to websites daily and that AI integration in search creates new opportunities for content discovery.

The Independent Publishers Alliance, in a document dated June 30, accuses Google of misusing web content through its AI Overviews and causing significant harm to publishers, including traffic and revenue losses. They contend that Google’s integration of AI into its search engine represents an abuse of its market power in online search, raising serious concerns for content providers such as news publishers.
