Bihar government approves rule reserving 85% of teacher jobs for local residents: Official.

The Bihar cabinet has approved new rules reserving around 85% of teaching positions in government schools for permanent residents of the state. This change aims to prioritize local candidates for these jobs and was announced by Additional Chief Secretary S Siddharth. The policy is part of the Bihar State School Teacher Appointment, Transfer, Disciplinary Action, and Service Conditions Amendment Rules 2025, which the cabinet approved during its meeting on Tuesday.

Additionally, last month the cabinet decided that the 35% reservation for women in these teaching jobs will only apply to women who are residents of Bihar. These changes come ahead of the upcoming state elections and are seen as a response to opposition parties’ demands to restore the domicile rule in public recruitment, a policy that was removed in 2016.

Opposition leader Tejashwi Yadav has promised to implement a full “100% domicile” rule if his party, the Rashtriya Janata Dal (RJD), wins the election. Union minister Chirag Paswan has also voiced support for reinstating the domicile requirement for government job recruitment, reflecting growing political pressure to prioritize local candidates in Bihar’s public sector.
